well, in my mind, it was more of they were surveiling him from the outside. If he walked up to the front door and swiped his card, they would have noticed, however, once he was in the building, they couldn't see him.

At least it was Weiss that Vaughn ran into during his mission. Originally, I thought Vaughn would do a dead drop to let the CIA know he was going to break in- guess not. But luckily with Weiss knowing, Vaughn won't end up being in trouble with the CIA for stealing from them.
