Well, let's cut Syney a little bit of a break for last season, at least! After all, she had just lost her fiance! Is she supposed to start dating immediately? Plus, she found out that her estranged father is a double agent--that she has to work with, so she had to adjust to that. Plus she had to adjust to the fact that she hadn't been working for the CIA but against it and trying to turn that around and make up for it--and that it was going to take a lot longer than she thought. Really, can you blame her for being just a tad self-involved? All this is going on and she's supposed to be looking for signals? She wasn't looking for a boyfriend, and I don't think he was looking for a girlfriend (he knows better than to look for one amongst the spies he handles). It's just lately that they're waking up and acknowledging the attraction. However, I do agree that she jumps to conclusions too easily and she should try to get over that.
