I think they wanted her to have a bigger role so that people know who she is and doesn't just come into ROTK when the people who haven't read the books doesn't know who she is.

I'm a little confused but, Arwen is supposed to have darker hair, Rivendell's Elves are darker than the Elves in Mirkwood and Lothlorien, at least I think that is right. I would have liked to have seen Glorfindel, then again I would have loved to have seen Tom Bombadil! Oh well?
