A simple template modification to allow TaigaChat to have an announcement shown.

There is also a .txt file included in the .zip file that shows how to accomplish this without the use of TMS.
You can change the look of the bar using the taigachat_announce.css template that will be created.
To change the announcement, you have to edit the dark_taigachat_chatbox template, or go to the template modification and edit it there (using TMS).
