(I know everyone scifi author has covered this, but they had books to sell.) Does Earth have a policy if we discover life (animal or ape-like) somewhere? Is our 'default' response to butt in? or butt out? I'm not evaluating the potential of needing such a policy, just wondering if one's been made. (I apologize if this topic's been covered already - if someone could post a link to that thread...)
