I wonder if this why I heard a recent radio interview on the same topic.

The interview was with a British based radar station that was responsible for tracking space debris. It was noted that there are 13,000~ pieces of space debris floating around that is being tracked, everything from old satellites to specks of paint.

Proposals are being made as to how the debris should be dealt with and even mentioned that recently the ISS had to change its position to a higher orbit temporarily to avoid a collision with a debris object.
