Yes that caught my eye as well and I had to sit there and ponder over it a sec. It hit me the same way and brought to mind references to HJ as having 'living world systems'. Need to find the qoute on that.

This is big for me as well. I'd love to not walk into say, a city, and wonder "Gee, I guess none of these NPCs ever need to sit down even..."

I mean, it's amazing to me how in games (especially Vanguard, sorry :/) it seems as if people want to make it 'easy' for you by making sure a character is really just a missive board. No life. They live to stand there non-stop and constantly serve ONLY though that wish a task done. And then, only by speaking in a robot voice.
