Let's say some missions require 4 agents, and others can have 6 agents.

We could base a character's worth on their personal qualities - likeability/charm/seduction; intelligence, reliability, loyalty, strength, combat skill, marksmanship, stealth. Remember 007 uses sex to get valuble information from female agents. An agent's personal charm and sex appeal can work as the power of friendly persuasion. An agent's ability to force information from unwilling source could be important too.

Sydney - has A+ marks in most categories except IQ: B, Seduction/Persuasion: B, Use of Forced Persuasion: C

Vaughn - 'Syd light' but with a 'My way, or the highway' attitude.
Weiss - 'Syd light'
Jack - Very intelligent, meticulous planning, Possessses decades of Field experience
Irina - Very intelligent, Ruthlessness, Loyalty is questionable
Marshall - Brains
Nadia - 'Syd light'
Elena - 'Irina light'
Katya - 'Irina light'
Sark - 'Irina light, but without her motivation'
Dixon - 'Sydney without the charm' plus years of Field experience
Sloane - 50% Jack/50% Irina
Will - 'Vaughn without the Attitude' and more charm. Surprisingly Field capable considering his lack of experience.
Francie - sidekick
Lauren - 'female Vaughn'
McKenas Cole - 'male Irina'
Rachel - Brains and Beauty, would be great with using soft persuasion
Tom - 'Vaughn light'
Peyton- 'evil Syd light, but without her charm'
Renée - 'Syd light, but without her charm'

4 Member General Purpose Team: Jack, Sydney, Weiss, and either Rachel/Nadia. Rachel used when beauty and charm are needed.

Lauren - annoying and has nothing to offer

But with Irina and Sark on a mission team, you have to wonder if they'd stab you in the back should the opportunity be right for them.
