I stumbled across Paint.net today, a free program that looks like it'd be perfect for many users. While it's not a "Photoshop killer" it'd certainly compete against items like PS Elements, Corel Draw, and even GIMP.

You can find more information at: http://www.eecs.wsu.edu/paint.net/index.htm

Paint.NET is image and photo manipulation software designed to be used on computers that run Windows 2000, XP, or Server 2003. It started development at Washington State University as an undergraduate senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. It is meant to be a free replacement for the MS Paint software that comes with all Windows operating systems. The programming language used to create Paint.NET is C#.

Paint.NET has many of the powerful features that expensive commercial applications have, including the ability to use layers. We welcome any suggestions, and provide the source code for final releases under the MIT License. Please explore this website, download the software and try out many of the things you would do on those other expensive or complicated applications.
