Random question: Changelings

I am a would be writer with a nerdy/sci-fi question.
When changelings (and I am basically thinking of the character Charlie on DC's Legends of Tomorrow and/or Mystique from X-Men) shape shift in a different gender do they completely become that gender with all the genitals of that gender?

I... I would assume "Yes". Using the two examples given, they both seem to mimic the other person completely in a physical attributes, as opposed to just changing the face/hands to look give the appearance of the person, so I would have to assume that at least the exterior gender characteristics change as well.
