Evil Francie isn't dead. She has unfinished business. Even though Will wanted to kill her, I think in the end only Syd will be the one able to do so. There's probably gonna be a special way of killing her like shooting her 47 times (I was too lazy to quote that...sorry). That's my theory though.
PS I also miss Francie. Killing her is something that still upsets me.

I don't think shes dead. But what pisses me off is they just left her and Sark there. Whats up with that!?! Take them into custody or at least make SURE they are dead. Come on. What were they thinking?
